Taxi fares in La Paz are not outrageously expensive. If you plan to be in the downtown area for most of your La Paz visit you may not need a rental car at all. If you plan to visit Todos Santos, Cabo San Lucas or other south Baja cities a rental car will end up saving you money. Most of the major world players in the rental car business have a presence near the airport and a few have offices along the malecón. Rental car companies, everywhere in the world, seem to love playing games with tourists. If possible, make your rental car reservation from the U.S. based office, or web site, of the company you plan to use well before your trip. The rate will probably be quite a bit better than you will get from the local office in La Paz. When cars are rented from the main office (or official web site) the reservations seem to be taken more seriously.
Make sure to check with your credit card company (before you leave) to find out if their insurance covers you (and the car) in México. Always buy the liability coverage in México, as most credit card companies do not have that capability and your U.S. insurance company does not cover you in México. Check the car over carefully, mark all dents and scratches on the damage control form. Make sure there is a spare tire and a jack! Do this before you leave the rental lot. Make sure to have the rental car check-in agent go over the car and sign off on the damage control form when you return the car. This is much more important here than in the U.S. or Canada.
